   Дисертаційна робота присвячена дослідженню теоретичних та практичних питань функціонування вітчизняного вексельного обігу, в тому числі в аграрному секторі економіки України. Уточнено економічну сутність векселя, узагальнено та доповнено класифікацію функцій векселя, обґрунтовано систему принципів вексельних відносин та аргументовано класифікацію векселів. Досліджено генезис світового та вітчизняного вексельного обігу. Здійснено аналіз практичних засад використання векселів господарюючими суб’єктами, оцінено роль окремих суб’єктів вексельних відносин, визначено проблеми, які стримують повноцінний розвиток вексельного обігу в Україні.
   У дисертації обґрунтовано основні напрями удосконалення системи вексельного обігу. Розроблено механізм забезпечення ефективного вексельного обігу в аграрному секторі економіки України.

   Диссертационная работа посвящена исследованию теоретических и практических вопросов функционирования отечественного вексельного обращения, в том числе в аграрном секторе экономики Украины. Уточнено экономическую суть векселя, обобщено и дополнено классификацию функций векселя, обосновано систему принципов вексельных отношений и аргументировано классификацию векселей. Исследовано генезис мирового и отечественного вексельного обращения. Осуществлено анализ практических основ использования векселей хозяйствующими субъектами, оценено роль отдельных субъектов вексельных отношений, выявлено проблемы, которые сдерживают полноценное развитие вексельного обращения в Украине.
   В диссертации обосновано направления усовершенствования системы вексельного обращения. Разработано механизм обеспечения эффективного вексельного обращения в аграрном секторе экономики Украины.

Nikonova M.V. Bill’s circulation in the agrarian sector of Ukrainian economy. - Manuscript.

   The thesis deals with the development the theoretical, methodical and practical aspects of the bill’s circulation in the agrarian sector of Ukrainian economy.
   The existent theoretical and methodical methods of bill’s function circulation are generalized. The modern practice of bill’s use by economic subjects, in particular, agrarian subjects, has been conducted. It has been substantiated the mechanism of effective bill’s circulation in the agrarian sector of Ukrainian economy.
   As a result of realized investigation has been established that most of theoretical and methodical bases of bill and bill’s circulation have a discussion character and need definite revisions.
   That is why the theoretical and methodical revisions of bill’s circulation for the solution of this problem have been substantiated.
   In particular, the definition of «bill» is specified and its place is defined in the system of economic categories.
   The classification of bill’s function and of new function such as marketing and simulative is generalized. This classification allows to open more deeply economic essence of the bill and its role.
   The system of bill’s circulation principles is sounded. The classification of bills is added. This classification is based on the differences between terms «kind» and «form» and features of bill’s practical application.
   These propositions have opened more exactly the economic essence of a bill and the role of bill’s circulation.
   It has been substantiated the periodization of world and native bill’s circulation.
   The main reasons of Ukrainian bill’s circulation low level under the modern stage of development have been opened. As a result of realized investigation it has been cleared up that insufficient level of domestic bill’s circulation has multi factor character.
   It has been discovered that necessary institutes and legal base of regulate bill’s circulation have been formed in Ukraine, but there are some problems which are to be need solved. They are the following: improvement of legal base, realization of state’s system approach to the development of bill’s circulation, introduction of the state compensation mechanism of bill’s operations expenditures, improvement of bill’s rate determination, creation of special institutes of bill’s circulation (national system of bill’s quotation, a self-regulation organization, special bill’s organizations), which are to provide the clarity bill’s circulation.
   It has been determined that development direction of securities’ rate determination in comparison with subject’s rate determination and the methodic of bill’s rate determination is limited, because existing methodic of bill’s rate is based only on debtor’s estimation. It has been substantiated that debtor’s estimation and direct bill’s estimation can be very different.
   That is why the method of bill’s rate determination has been substantiated. This procedure is based on direct bill’s estimation (the main characteristics of bill). One of bill’s rate constituents is debtor’s estimation.
   The mechanism of effective bill’s circulation in the agrarian sector of Ukrainian economy has been substantiated. The main constitutes of the mechanism of effective bill’s circulation are: coordination and control infrastructure, bill’s relationship with commercial banks, bill’s relationship with insurance companies and legal base.
   The methodical aspects of bill’s circulation coordination and control infrastructure creation are substantiated.
   The main elements of this infrastructure are defined, such as: the State commission of securities and stock market, special bill’s organizations, rate agencies, national system of bill’s quotation, self-regulation organization, the State committee of statistics, net of special publications and net of educational institutions. It has been suggested that the status of main elements to assign to the State commission of securities and stock market.
   The bill’s use by agrarian subjects when they accomplish the insurance is substantiated. It’ll provide the activity of 50% of insurance payment compensation’s state program and activate the use of bills by agrarian subjects.
   The restrictive problems of native banks participation in bill’s circulation are researched. The methods aimed at invigorating of the participation of banks in bill’s circulation are suggested in the thesis.
   The bill’s invigorating for agricultural enterprises is suggested by the implantation of the state compensation mechanism of bill’s operations expenditures. The stage-by-stage elements of state compensation mechanism of expenditures are proposed. The author reveals the main advantages of this mechanism for agrarian subject, banks and state.
   It has been determined that legal base of regulation bill’s circulation in Ukraine is existed, but there are some problems which are needed to be solved, such as: bringing the changes in the main national law of bill’s circulation (to structure the maintenance of the law, to regulate the circulation of financial bills, to define the order of gathering and disclosing of the information about debtors, to fix the status of the subject of bill attitudes to physical persons subjects of enterprise activity) and creating the new legal base for regulate the activity of national system of bill’s quotation, special bill’s organizations.
   The fundamental results are practically used and may be used in the work of state institutions, commercial banks, insurance companies and agrarian enterprises and in the educational programs.
