   Дисертація присвячена критичному аналізу глобальних комунікаційних процесів, їх осмисленню в соціальній думці та впливу на політичне життя суспільства і міжнародні відносини. Досліджено дискурсивні рамки глобалізації, їх зміна протягом останніх десятиріч із розвитком політичної і соціальної думки. Проведено систематизацію існуючих концепцій глобалізації в рамках різних наукових напрямків та дисциплін на основі чого розроблено авторський підхід по процесу. На основі історичного екскурсу продемонстровано залежність процесу глобалізації від розвитку комунікаційних технологій і систем. Розглянуто політичний аспект розвитку комунікаційних систем в контексті глобалізації і його перспективи. Проаналізовані державні стратегії входження до інформаційного суспільства, політичного, правового та соціального регулювання нових умов, що виникають за рахунок формування глобальних комунікаційних мереж.

   Диссертация посвящена критическому анализу глобальных коммуникационных процессов, их отражению в социальной мысли и влиянию на политическую жизнь общества.
   Исследованы дискурсивные рамки глобализации, их изменение на протяжении последних десятилетий с развитием политической и социальной мысли. Произведена систематизация существующих концепций глобализации, на основании чего разработан авторский подход к процессу. На основании исторического экскурса продемонстрирована зависимость процесса глобализации от развития коммуникационных технологий и систем.
   Рассмотрен политический аспект развития коммуникационных систем в контексте глобализации и его перспективы. Проанализированы государственные стратегии вхождения в информационное общество, политического, правового и социального регулирования новых условий, которые возникают в результате развития глобальных коммуникационных сетей.

   The Thesis is on the critical analysis of the existing concepts of global communication processes, their reflection in the social thought and impact on the political life of society and international relations. The main concepts of the thesis and its conclusions contribute to the national school of global studies, broaden the notion of the modern communication systems and their impact on the global development.
   Discourse of globalisation, its change during the last decades within the development of social and political thought. The existing concepts of globalisation in the frameworks of various scientific disciplines and approaches were systematised and personal vision of global communication networks was presented. Detailed historical overview demonstrated the dependence of the globalisation process upon the development of communication technologies and systems. The political aspect of the development of communication systems in globalisation context and its perspectives has been considered. State strategies of the adaptation to the new conditions of the information society, which have emerged as the result of the global communication networks development were compared and analysed.
    The author studies the process of globalisation as a world-structuring and relations forming, the process which leads to the emergence of the global culture and conscience. The process of globalisation is still in its dynamic phase which is characterized by the intensification of the worlds political relations, the growth of the mobility of the social subjects, the profound depth of changes which influence all the level of existence from the style of the interstate interactions to the everyday life of a personality. In the sphere of the international relations is marked by the shift of power resources from the capital-holders to the information holders. The information becomes the important resource of the power.
   These new conditions contains many possibilities as well as a lot of challenges. It allows to improve the democratic governance, decentralize power and make public administration more transparent for the citizens, to develop civil society. Global communications open new possibilities for the underrepresented layers of the global community. They challenge traditional societies with their one-way vertical systems of the circulation of information.
   However among the hazards connected to the new communication and information technologies are total control of the state over the person and its private life, the violation of the right of a person to express his or her opinion and to exchange information, artificial barriers to the access to the information resources etc.
   The controversial character of globalisation causes controversies in its analysis. The notions of globalisation, in particular in the sphere of politics are simplified, turned into political mythology, schematised concepts and cliches, which either idealise the tendencies of globalisation of, vice versa, demonise them. The relation towards globalisation turns into the new division line of the modern political thought.
   The culture and ideology of globalisation of anti-globalisation have turned into the key factors of the international politics, the role of non-governmental actors at the international arena increases. The governments have to cope with the new situation through the range of measures which includes the strategic development of the prior economic sectors for the new economy, legislative and political initiatives on the information society. The new technology can make the state machine more efficient and the distribution of the resources in the state closer to the optimum.
